西藏自治区旅游局高原散客旅游管理接待中心于2000年6月1日正式成立。是经西藏自治区旅游局特别批准设立，直属于自治区旅游局的旅游企业。散客中心的主要任务是对国内外进藏游客进行统一管理，并负责组织接待游客在藏旅游，是西藏唯一一家能够更改及二次办理外宾入藏函件的旅游企业。

散客中心隶属于西藏最大的旅游集团西藏旅游总公司。西藏旅游总公司现有分公司四家和合资企业5家，分别是尼泊尔阳光拉萨加德满都旅行社、香港中国西藏珠穆朗玛旅游有限公司、西藏高原散客旅游管理接待中心和西藏樟木宾馆,西藏印度民间香客服务中心、西藏神鹰旅游包机公司、西藏圣瑞斯大酒店、西藏中国国际旅行社和西藏铁道国际旅行社。高原散客中心总经理陈勇先生现兼任西藏圣瑞斯大酒店总经理。
